Town Engineer – Mr. Phiwayinkhosi Dlamini
The Works and Engineering Department is responsible for the Infrastructure Development and Maintenance function of the Local Authority. The following report details the activities of the Department in the 2017/18 financial year.

It is under this function that the department cleaned drains, replaced road signs, rehabilitated raised walkways and maintained potholes for the various roads within the urban area. Assistance to Town Planning
- The department further assisted the department of Town Planning with the mandate of maintaining public open spaces. The department was able to assist with bush clearing for the various open spaces within the
Infrastructure Development Monitoring
This function sought to ensure that all developments undertaken by property developers within the Urban Area complied with The Building Act, Building Codes and Regulations. This is done through site inspections done by the Inspector of Works. Applications were submitted to the Municipality for scrutinizing and forwarding to the Ministry of Housing and Urban Development for further scrutiny and recommendations.
High Light Mast and Street Lights maintenance
- In an effort to eradicate criminal activities in the town, the Municipality continued to maintain High Light Masts and Street lights to light up the town streets and townships at night. The Local Authority currently has 7 High Mast Lights in the Town. There were no new High Light Masts installed in the 2016/17 financial year. A number of street lights were installed in the newly constructed township road being Mahlanganisa road (located in Mahlanganisa Township); 25 Light Emitting Diode (LED) street lights were installed for the whole stretch of the road.
During the year under review the Department received building applications for both residential and commercial developments. Two major applications were the proposed construction of the Swaziland Revenue Authority Headquarters and for road infrastructure development in a newly established Eco Estate. Investments from private infrastructure development in the 2016/17 financial year totalled an amount of E112 468 953.95.
Upgrading of Roads – Mahlanganisa Road
The Municipality saw the completion of Mahlanganisa road which had been budgeted for the year 2015-16 financial year and was completed in November 2016. The project was worth E 6 133 564.80 and funding was sourced from the Swaziland Local Government Project (World Bank) and rates. In the financial year 2016/17 it had budgeted for the construction of three roads (Kunene & Lubane Roads being a single contract) and Mantenga Township Phase 2 road being another. Kunene & Lubane Roads are located in Farm 706 and Mantenga Township Phase II Roads in Mantenga Phase 2 Township. The projects are expected to be completed in November 2017 & December 2017 respectively as it is a four and a six months project.
Construction works on Mahlanganisa road were completed in November 2016. The construction of the road will benefit over 35 properties and increase the Municipality’s asphalt finished roads coverage.
